The majority of the Semi-nomadic ethnic Tibetans dwelt in an area over 3,000 meters and lived under the poverty line. Their average annual household income was less than RMB200 (US$25). The families could only live in flimsy tents and had only thin clothes for the winter. After witnessing the plight of these ethnic Tibetans, in February 1997, Christian Action was invited by the Qinghai Poverty Alleviation Office to begin building brick houses (Winter Homes) for these people. The aim of this project is to provide a shelter for these people living under conditions of -30°C.

We have built 400 brick houses within these four years. Together with the supply of fences, warm shed and grassland by the local government, this four-in-one programme has helped to improve the quality of their lives. This year, we will continue to raise funds to maintain these brick houses. We believe that with more appropriate assistance, the road to alleviate poverty is much shorter.

With its high altitude, the temperature in winter may fall well below minus 30° C. It is difficult for people like us living in a fast-paced metropolitan to imagine the struggles and hardships these poor families, so far away in the freezing plateau, have to face every day. There is a very close bond between the semi-nomadic herdsmen, their livestock and land in Qinghai Province. In 1993, the enormous snow disaster in Zeku County, Qinghai battered the vast area of grassland for a long time, affecting 230,000 semi-nomadic Tibetans and 1,340 livestock. Half the number of livestock starved to death and losing these livestock meant losing every means of earning a living.
