C
hristian Action's history lies rooted in the work of Rev. Karl Stumpf, a German Lutheran Missionary. He began by establishing resettlement and orientation programmes in the 1950s for stateless European "White Russians" in China and Hong Kong and then to Chinese refugees from Mainland China.

When the Vietnamese started to arrive in their thousands, he opened the first Vietnamese refugee camp at our Vocational Training Centre in 1978. This was the beginning of many years of our involvement with helping the Vietnamese asylum seekers. His involvement with the local community was also extensive, chairing Government committees in areas such as welfare and drug addiction.
