Both the China and Hong Kong governments agreed to have 150 one-way entry quota permits for Mainlanders daily since 1995. There is a daily quota of 45 for the children who will be Hong Kong Identity Card Holders after 1997 and 30 for the persons, mostly women, who have separated from their spouses for ten years or more. The sudden and largescale influx of migrants leads to an extra need of social service in Hong Kong.  

Christian Action's New Arrivals Programme was set up in 1996 in response to the increasing numbers of New Arrivals arriving in Hong Kong from Mainland China. The programme is currently funded by the Hong Kong Jockey Club Charities Trust, Hong Kong Education Department and the CWM/Nethersole Fund. Our mission is to enhance the adaptability of new arrival families to the pace of life in Hong Kong and to provide necessary assistance and supportive services to facilitate their settlement process. We offer a comprehensive range of services, such as advice centres, new arrivals children's induction programme, language and training classes for both adults and children, youth volunteer training, social adjustment group, parents/families activities.
